Brighton
In 2017, the EPA became aware of tetrachloroethene (PCE) contamination in soil vapour that was also likely to affect groundwater in Brighton.
Environmental assessment undertaken by the EPA in 2018 and 2019 included testing of groundwater and soil vapour within selected streets. Indoor air testing undertaken at several properties found no vapour intrusion risk to occupants.
The investigations undertaken by the EPA in the Brighton assessment area were completed, with an identified liable party responsible for further assessment and remediation of site contamination for their dry cleaning site at 433 Brighton Road, Brighton.
Groundwater (bore water) in this area is likely contaminated and should not be used for any purpose.
Rainwater and mains water (tap water provided by SA Water) are not affected by the groundwater contamination and can be used. Home-grown fruit and vegetables are safe to consume, provided they are not watered with groundwater.
Background
In April 2023, Karl Investments Pty Ltd and its sole director, Karl Chehade, acknowledged in the Environment, Resources and Development (ERD) Court the necessity to address site contamination issues.
As part of their commitment, they are required to engage a site contamination auditor accredited by the EPA under the Environment Protection Act 1993 to complete a site contamination audit. Karl Investments Pty Ltd is responsible for submitting the site contamination audit report to the EPA by 31 December 2025.

In November 2023 and November 2024, after the necessary investigations commenced, the EPA was informed about site contamination affecting underground water, as per the requirements of the Environment Protection Act 1993, Section 83A. Details of these notifications can be found in the EPA Public Register.
The liable party is also responsible for communicating with residents and property owners in the assessment area. Updates to the community were provided in September 2024 and March 2025, which included the notification of additional investigations to be undertaken.
The potential for vapour intrusion is being further investigated by the liable party.
