Petrol station licensing
The South Australian Government has added petrol stations to the list of activities of environmental significance requiring an authorisation in the form of a licence.
Over the past year, the EPA has engaged with a reference group comprising petrol station associations and groups on the structure of the licence fee system and setting licence conditions.
Following consultation, it has been agreed that standard licence conditions will apply to all petrol stations. The EPA is writing to petrol stations to advise of the new licensing requirements effective from 1 January 2020.

Why did I receive a notice in relation to a petrol station licence?
The notice is to advise you of the requirement for you to obtain a licence to operate a petrol station from 1 January 2020.
When must my petrol station be licensed?
All petrol stations engaging in retail sales must be licensed from 1 January 2020. This includes facilities with underground and/or aboveground storage tanks.
Why must my petrol station be licensed?
The South Australian Government has determined that petrol stations are to be added to the list of activities of environmental significance (Schedule 1 Part A) requiring an authorisation in the form of a licence. All petrol stations licensed under the Petroleum Products Regulation Act 1995 must also be licensed by the EPA from 1 January 2020. This includes facilities with underground and/or aboveground storage tanks.
How do I lodge an application to have my petrol station licensed?
Licence applications are now open and can be made online.
Please note:
- for Bodies Corporate, an ASIC Company Extract is required as part of the application
and
- including Certificate(s) of Title details (eg CT-5123/456) where available, will assist in correctly identifying the premises.
Do I need to pay any fees?
All licence holders will be required to pay an annual licence fee based on their volume of turnover for each facility during the previous financial year. For 2019-20, the fees will be:
- Less than 0.5 ML – $69.50
- 0.5–1.5 ML – $1,239.50
- More than 1.5ML – $2,409.50
ML = a megalitre, or 1 million litres
Until 31 December 2019, EPA licence applications for petrol stations licensed under the Petroleum Products Regulation Act 1995 will not be subject to application or assessment fees. However, normal application fees will apply for applications received for new petrol stations on or after 1 January 2020.
How long will my licence last?
A petrol station licence will be issued for a period of three years.
What conditions will be on my licence?
Standard licence conditions will apply to all petrol stations. These have been reviewed by the petrol retailers' reference group.
